I've used DeBabelizer Pro from Equilibrium.  It's been around forever (15 years +/-?).  It can run scripts from a command-line
prompt and will probably do anything that you'd want it to.  The potential downside is that it costs around $400 for Mac or PC, but
if you're using it professionally it'll easily pay for itself.

   Not sure if such utility already exists. If it did it would 
   be nice to have options to export all frames or frame from 
   number A to B, where B could be omitted to mean end of 
   movie. One small issue is that QT movies don't really use 
   frames, but timebases and the concept of "next interesting 
   time" when you want to loop all frames
    
   You can use the API of the new Apple QuickTime ActiveX 
   control, included at QuickTime 7. Search the list archive 
   for more info on it. You can import the movie with it and 
   export to an "Image Sequence". To try the concept, use the 
   QuickTime Player application (manually) that is installed by 
   default by QuickTime and open the movie, then expot (you'll 
   need the pro version [arround $30] of that app to enable 
   export action - note that if you use the QT control 
   programmatically you don't need to register for QT Pro btw)
    
   To talk to the QT Control you can make a command-line app 
   using Visual Studio.net for example (e.g. C# or VB.net 
   Express edition that is free) or you can use VBScript or 
   JavaScript via Windows Scripting Host [WSH] that is 
   preinstalled with Windows XP for example (see 
   www.microsoft.com/scripting for more on WSH)
    
   Else you can arrange for some member of this list (myself 
   included ;o) to make such a utility tailored to your needs 
   and either buy the rights and/or source code for it or just 
   register as a user of that utility.
