What exactly does "Turned Off" mean in this context? Does this
mean that Flash content will no longer play in QuickTime w/o some
sort of user intervention? Anyone?

"QuickTime 7.1.3 and Adobe Flash
The version of Flash that ships in QuickTime is older than the
version available from Adobe and used in Safari, therefore, while
we still ship Flash with QuickTime, it is turned off by default."
You can go to the QuickTime System Preferences and enable Flash
playback for QuickTime 7.1.3.
So, is there, at the very least, some means of programmatically
determining if Flash playback is disabled so we can warn users? And,
even better, also a method of enabling Flash playback?
