We had done some tests at VFS in 2000, and it appeared that the plugin was not responding to the tag. We had uploaded a movie file that was about 100 kbps, and had a choke of 100000, but the movie still downloaded at closer to 1 mbps.

One common error is not using QTSRCCHOKESPEED in conjunction with QTSRC. The browser downloads the SRC file and hands the data off to a plug-in, so there is no way for a plug-in to throttle the speed at which a browser downloads data. This means the plug-in must use QuickTime to download data at a specific rate, and therefore QTSRCCHOKESPEED only applies to the QTSRC url.

The tag definitely works in all of our test cases. You may have found a bug, but if you don't report I can almost guarantee that we won't fix it.
