How to add non-scaled tracks

You can add a track without scaling it by choosing Add from the Edit
menu. The new track starts at the current insertion point and has
whatever duration it had when you cut or copied it.

However, when a video track ends, it ends (goes blank);
it doesn't keep its last frame onscreen until the end of
the movie.

To accomplish what you want, try this:

1) Open your video movie. Select All. Copy.
2) Open your audio. Go to start of timeline. Add.
    You now have a short video added to a longer audio.
3) Click in your video movie. Go to end. Select none. Copy.
    You now have the last frame on the clipboard.
4) Click in your audio+video movie.
5) Select the part of the movie with no video.
6) Add Scaled. (Adds the last frame, scaled to the blank part)
7) Save As (self-contained).
