There was once an export plugin, but it was never completed (as I
recall)...
Cleaner and Heuris are the only two products I know on the Mac that
support Quicktime source, and MPEG-1 output. You may simply try
searching Versiontracker.
Toast Deluxe used to come with a Quicktime MPEG-1 export component,
used to create VCDs in Toast... if you have Toast Deluxe take a look.
It may not be handled as a generic Quicktime component anymore - I
think that functionality was moved in Toast itself now...
