QT mov not playing on PC's

I'm still looking for info on why my progressive QT movies will play on macs 
but not PC's.   PC users experience a broken QT link.
Movies are SV3 compressed (and flattened) with cleaner 6.0.   
Someone mentioned hijacking by WMP.   But I thought that only occured with 
MPEG 4.

Any suggestions?
