quite simple thing to test...

if the application using the CoreAVC decoder can open a quicktime movie 
file containing an avc1 video track and play it correctly that easily 
answers the question...

on the actual standard compliant issue I think there should be little 
doubt that the Apple AVC encoder generates a compliant stream...

if in doubt just use mp4creator to extract the raw avc/h.264 video stream 
from the QT movie file and feed it to the JVT (current) VM 10.2 decoder to 
decode it. In my tests I've never had a single problem (Baseline and Main 
Profile, all levels, which is what the ratings are).

If you're on the other hand saying that the Apple's implementation of the 
AVC/H.264 encoder is not one of the best aroud that's not news neither...
X264 and Ateme to name a few provide much better compliant implementation 
where better refers to 'quality' (either in terms of PSNR or Just 
Noticeable Difference metrics).
