Yes, iTunes does install QT.  However, not all PCs running Windows come from the factory with QT installed.  Many IT groups have their own "Gold" build of what goes into their managed desktops.  Having delivered streams to thousands of corporate clients on managed desktops I can state 100% that the majority do NOT have QT or Real installed.  However this ONLY pertains to the corporate market.  In the consumer space I would bet there is a huge QT installed base (remember 42 million iPod owners have QT on their computers).

My point was that streaming ISO standards will enable you to reach close to 100% of the consumer market.  In some cases, the user must install a player (even Mac users have to constantly install new QT players).  BTW, the same also applies to streaming Windows Media.  But, when you look to stream to the corporate market, ISO standards supported by QT have an installed player disadvantage.

There are also some feature differences between WMT and ISO.  For example, business users like their slide shows.  With WMT you can stream audio or video with a synchronized slide show in a frame next to the streaming content.  The WM encoder offers this feature as standard.  Real also offers this but their encoder does not support the feature so you have to buy an overpriced product like Accordent or build your own.  QT does also support this but not in Broadcaster.  Only one QT encoder app (Live Chanel pro) supports scripted slide shows but they don't support H.264 yet.  NO ISO encoder supports scripted slide shows.  Of course, most consumers don't need this feature so consumer webcasters are open to using the ISO codecs without having to explain to their clients why the slide show does not work.

Like always, choosing a codec or format is driven by your target audience and the features they need.

Isn't QuickTime installed on Windows along with iTunes?  If so, how does that affect the proportions undergirding this argument?
