If you mean the CODEBASE url, it's not a redirect, it's to tell the browser were to find the "installer" for the ActiveX control in order to autodownload/install it (prompting the user whether the control is signed or not and if they trust its publisher). 

Normal IE/Windows setting at the "Internet zone" is "Medium security" and among other restrictions that doesn't allow installation of unsigned ActiveX controls. Apple's control is signed OK from what I remember...

The Netscape EMBED tag has the notion of a redirect page where the user goes and manually downloads a plugin installer, then runs the installer, then may have to close and restart the browser and then revisit the original page (a whole different "philosophy" on what the end-user is willing to go through in order to view a certain content on the web)
