Yes, to keep PTViewer from autopanning, you need to set "auto" to 0.0. If the parameter is null, it creates its own autopan value. "Auto" is the parameter for the autopanning.

The values is degrees per frame. This is not an precise way to specify the pan rate, as different machines process the frames at different speeds. A faster machine will spin the tour faster than a slower machine, even at the same "auto" value.

Another parameter to watch out for is "antialiasing". No matter what value you put there, it turns antialiasing on. Even if you put "value='false'". So to prevent antialiasing, you need to leave the parameter completely out.
