It probably only works under Linux/Unix, since it requires libquicktime and ffmpeg. Although there seems to be an OSX port of libquicktime, but I don't have a system to check that.
As a side note. There's a small bug in the current version of libquicktime that makes object movies made with it incompatible with Apples Quicktime player. If you want to try it either use libquicktime 0.9.8, the current cvs or wait till the next release (which could take a while).

Well, there are a few forks of ptviewer around. This one is probably the best one: http://www.fsoft.it/panorama/ptviewer.htm
You already mentioned panotools and Hugin. Search for "panorama"
sourceforge.net to get a list of a few more projects, although most of
them seem pretty dead.

Over the last 1-2 years I've been on and off working on a QTVR implementation in libquicktime. But it's still not terribly advanced.
There are two demo tools bundled with it. lqtplay: Can play most simple object movies and cylindrical panoramas. Although panorama support is bit wonky. I don't quite understand the transformation required to display those correctly.
lqt_transcode: Can be used to make QTVR files from ordinary quicktime movies and Avi's. It is again not too useful for panoramas, though.
I'm more interested in object movies anyway, because my original intention was to make object movies from Blender. Which works rather well already using this script: http://www-e.uni-magdeburg.de/stscheff/camera3.py Here's an example: http://www-e.uni-magdeburg.de/stscheff/bug.mov
Ah well this degenerated more into pimping my own project.
