I have had exactly the same bug. The fix is to avoid using dref on Windows. Instead, download your movie to a local file, and start playing off that local file. Also try to wrap your actual streaming movie in a reference movie, that points to the actual movie. The reference movies will be small and quickly downloadable files. We have never been able to get dref work for several years and through several versions of QT-J. But the fix works. The problem is also there with QT-c on windows.
