Who says it's not possible to encode MP3's using QTJ? If you're on a Mac, you can get the LAME.framework and LAMEEncoder MP3 component for QuickTime, and then export audio to MP3 as a regular everyday movie export. Understand of course that this approach isn't the same as directly working in MP3: you import MP3 to a QuickTime movie, edit, then export from the movie to an MP3 file.
