Screen Saver over log in window?

Since we upgraded to Tiger and now launchd is used, the work-a-round we had for a screensaver running over the log in screen broke. (We were using the PSU solution, which utilized cron).

Has anyone come up with a way to do this? It has to be at the login screen NOT when a user is logged in. Thank you.
