I have been using primer3_0_9, which I found precompiled somewhere by
Bill Van Etten. I looked at his README for macosx and compiled
primer3_1_0 using his instructions and it seems to be working. When I
tried it without his modifications, I got the same error you did.
Below is his entire readme. Changing the LDLIBS and LIBOPTS line in
the Makefile seemed to do the trick.

These binaries were compiled from the source distribution found at
http://www.genome.wi.mit.edu/ftp/distribution/software/
primer3_0_9_test.tar.gz
using the Mac OS X Developer Tools with the following steps.
launch the terminal application
execute the following commands
gnutar zxvf primer3_0_9_test.tar.gz
cd primer3_0_9_test/src
>modified a two lines of the makefile in order to compile primer3 on
Mac OS X.
>from:
>LDLIBS = -lm
>LIBOPTS ='-static'
>to:
>LDLIBS =
>LIBOPTS =
make all
cd ../test
perl primer_test.pl
copied primer3_0_9_test directory to a 32 MB (HFS+) mounted image
converted the image to read only compressed format
compressed image file with drop-stuff
