setting fMovieAverageBitRate

Could anyone tell me where fMovieAverageBitRate gets
set. I can see a get method in RTPSessionInterface.cpp
but no set method. I have searched for every instance
of this variable  and cannot find the stage at which
acquires a value.I notice it is always zero for Live
broadcasts. Is there a particular reason for this?
