By "everytime I try to log in", do you mean you are trying to login and use the Streaming Web Admin via a Web browser on a remote machine?

Make sure that you are including the correct TCP port in your HTTP streaming web admin URL (from your web browser):

   http://qtss.domain.com:1220

(where qtss.domain.com is the IP address or domain of your Darwin streaming server)

Otherwise, your http request will be going to the normal RTSP server (which normally listens on the default ports 80, 554, etc). This might explain the error you're getting.
