I don't believe Windows Media Player supports "live" real-time
streaming of MP3 broadcasts.  Stored MP3 files coming from a Web Server
(ie. progressive download over HTTP) yes, but not live shout-cast
style streams.  This is based on documentation for Windows media,
and what I've seen around on other MP3 streaming websites regarding
Windows media support.

Real Player on Windows supports live MP3 streaming, as does Winamp
and a multitude of other non-QuickTime players.  Basically, anything
that supports the icecast/shoutcast protocol of live streaming should
work.

QTSS's Web Admin creation of MP3 Playlists is only for administrator
users.  There currently is no user-level (ie. limited) mode of the
Web Admin which would provide restricted features just for creating
and starting/stopping a single users own playlists.  Of course, you
can have a user run QTSS on their own local machine, and then use
the the following feature of the MP3 Playlist to work around this
somewhat:

   (when creating an MP3 Playlist, look near the bottom of the page)
    Send this playlist to a broadcast server
             Hostname or IP Address:
             Password:

Suppose your network was setup like this:

  (local QTSS #1 machine) -> (remote QTSS #2 machine @ the ISP) -> MP3 clients

Have users that you are willing to allow to be "MP3 Admin users" for QTSS #2 to
install QTSS on their local machine, and then they can administer their own box
(QTSS #1 above). To serve an MP3 Stream from their machine to QTSS #2
(where all the bandwidth would be, and where you would point all the actual MP3
streaming clients), you would have the person broadcast their MP3 
stream from QTSS #1
up to QTSS #2.  All they would need is to be provided with the MP3 Broadcaster
password that you have set for QTSS #2 machine.  Also, note that there
can be multiple QTSS #1 machines, all of which are broadcasting different
playlists into a single QTSS #2 box.  You just need to make sure that all
of the mount points defined by any QTSS #1 boxes are unique (to avoid
conflicts on the QTSS #2 box).

Lastly, make sure there is enough upload bandwidth between QTSS #1 and QTSS #2
to support the bitrate of the stream... typically 128kbit - 192kbit depending
on how your MP3's are encoded.  Typical DSL and Cable provide a max 128kbit
upstream, unless you're specifically paying for more bandwidth.  Check with
your ISP provider if you're unsure.
