Yes, QTSS can act as a "gateway" between a Multicast-source, and
then providing unicast reflections to individual clients.

We call it "reflecting".  Its as simple as placing a valid
.sdp file (that references the multicast-source) into the
Media folder on the QTSS server, and then from a QT Client,
just sending an RTSP request that asks for the .sdp file.

QTSS does the rest and reflects the incoming multicast as an
outgoing unicast to each QT Client.
