Certainly there are people running Darwin in an NT environment.
Are you looking at streaming recorded content or live broadcasts? It's
certainly easy enough to stream recorded content: all you need is a hinted .mov
file (which can be made using QT Pro) and pop it into the server's movies
directory, and it's ready to stream.
Even with streaming live content, Sorenson Broadcaster is available for Win32
as well as MacOS so that shouldn't be much of an issue either.
I run Darwin on an Intel box; though, my box is FreeBSD not NT so I can't help
you with you with your Microsoft. However, it works fine.
Of course, if your IT people are reasonable, you can always download Darwin and
see how it goes. It's not going to cost you anything. :)
