When you say "hang", do you mean that you don't immediately get another
DOS command prompt after starting up the streamingadminserver.pl?
If so, then it sounds like you're doing things correctly.
Once you've started up the perl streamingadminserver.pl command in a
DOS command prompt window, then just minimize and leave that DOS
command window running. It will need to be left running in that state
the entire time for your Streaming Web Admin server to work.
Next, open from your a web browser an HTTP url accessing your
Windows QTSS server via port 1220, like this:
http://qtss.domain.com:1220
This should prompt you to authenticate as 'streamingadmin', and
then use the default password of 'default' (these can be changed under
the Settings panels once you've logged in the first time, or else
they can also be changed by using the qtpasswd.exe utility).
