MY QUESTION: What would cause the html code above not to start the QT
client?


The problem is that you can't use a simple 'href=' to access RTSP.

Read the Streaming Server documentation (access QTSS Help by clicking on
the (?) question mark in the Streaming Web Admin).

If you want to go directly, use this URL:

http://helpqt.apple.com/qtssWebAdminHelpR4/qtssWebAdmin.help/ English.lproj/

(and then click on "Procedures" and then "Setting up a Web page with streamed media")

Additionally, on Apple's website there are more QuickTime tutorials and lots of great documentation how to create reference movies, and then to create the correct HTML embed/object tags to reference the RTSP stream. Let me refer to to Apple's QuickTime documentation pages regarding this:
