The answer to this is actaully very simple - disable web sharing on the QTSS machine

I guess that I was reluctant to do this as I thought the QTSS webadmin program would stop as well, but it doesn't.

The QTSS Streaming Web Admin (that you connect to over port 1220) is its own self-contained special purpose mini-web server dedicated to just the Administering the Streaming Server. Stopping the main Web Server (port 80) will have no impact on the Streaming Web Admin (port 1220).
