This means that the Playlist currently isn't playing. When you click Play from the UI, you should get several more files.

Yes, just start the PlaylistBroadcaster from the command line. Type /usr/bin/PlaylistBroadcaster for usage. For MP3s, use MP3Broadcaster. If you want to stop a playlist, just kill the corresponding instance of PlaylistBroadcaster.
