Best Quality Stream from VLC

Title: Best Quality Stream from VLC
I plan on using VLM feature of VLC to transcode a stream I have on my network from a format not directly compatible with QTSS to Mpeg4 or such.  The stream will be issued from a reference movie for dialup, and broadband.

Can someone tell me what the best format and codec combination is, as well as bitrates and FPS to use for the best results.  The content will be a slideshow or some basic movement, nothing too high speed.  Think board meeting and such.

Also, is anyone aware of a Philadelphia based company that would be willing to give a local k-12 institution good rates for low bandwidth and occasional multi-view (like 15-20) hosting of live streams?
