While there are many things that could be causing this. One
non-obvious one is to switch the player to use HTTP instead of UDP
and open up port 80 (or some other port) on the streaming server. UDP
tends to toss packets at the drop of a hat, while TCP (which HTTP
uses for the streaming connection) is more efficient and reliable
mover of data. Some words of caution, TCP tends to degrade less
gracefully than UDP and uses resources on routers and switches to
maintain the connection. Also, port 80 is used by most Web Portal
servers so you may have to pick another port if you're running it on
the same machine.

fine, but other times they are really garbled. I use QT PRO to
export the movies with what I thought were the right settings. What

having trouble even with low data rates at high bandwidths.
