Just tried broadcasting a live Senate (Montana) hearing using H.264 option for video. I put a "limit data rate to 50 kbps" but when users logged in, I noticed connection rates well over 800 kbps per user out from the streaming server. I expected 70 to 100 Kbps but 800 to 2,500 kbps per connection was a bit much, my network was knocked to it's knees. Does H.264 ignore the limit section in Broadcaster (1.5 ) or is it a Streaming Server issue.
