we are streaming with QTSS over XServe.
When analizing statistics (command-J), we see the buffer increasing
(roughly one second every played second).
E.g. after one minute playing we measure a buffer of about 50-90 second
and increasing.
Is it normal?

Fabio, that's not normal. Something must be wrong with your setup. Or maybe your client.
We have Tiger server on XServe with QTSS, with the latest updates.
I get a maximum 8 second buffer on our live audio stream after 30 minutes

And a maximum 23 second buffer on an on-demand video stream after 20 minutes

The server buffer is controlled by the file /Library/ QuickTimeStreaming/Config/streamingserver.xml

Maybe it got corrupted?
