Just take your available bandwidth of the NIC card, and divide by how many
users at the bitrate your broadcasting at.
For example
Assume you have a 100mbps NIC card,
Maybe you can max it out at 98mbps.
98000 / bitrate in kbps = the peak number of users you should allow.
i.e.
98000 / 256kbps = 382 peak users @ 256kbps.

There is no hard coded limit. I suspect you will bump into hardware and
bandwidth bottlenecks long before the software has any issues.
