I believe the default setting for DSS is set at 1,000 from file /etc/streamingserver.xml

based on your available bandwidth you can calculate your max users and change that value

I am not sure what the default value for bandwidth is but this is my setting ?

There is no hard coded limit. I suspect you will bump into hardware and bandwidth bottlenecks long before the software has any issues.
