DSS doesn't really know about the bandwidth capacity of the client, and simply sends what it's been told to. So, what happens is that the mobile just doesn't get all the data and the video quality drops, perhaps drastically, to the point where it simply shows a gray screen, or gives an error or something, the exact outcome depends on the phone model and the player there.
You might want to have a couple streams running simultaneously, with different bitrates, so the user can choose.
