Any idea if this protocol going to support Live streaming via HTTP?
If yes, and it would have same delay times as RTSP, it could be a very
attractive option.

The proof will be in playing with this stuff if one is a seeded
developer or wait until GM to play with it.
But bottom line, it's just regular old HTTP messages... so it works
with standard HTTP infrastructure.
It consists of "playlists" of segmented bytes of data. The player
obviously gets the info from the "playlist" in order to fetch the
next set of segmented bytes.
I think the draft IETF is a bit sparse, but it's easy enough to see
where they are going.
