With 10.5, Apple has moved entirely over to flat-file style db for users (not truely flat since they use XML) and groups. Unfortunately I do not have a Leopard machine in from of me but IIRC these files are store in /var/db/local...
You would then use dscl in the manner nicl was formerly used to create NI key/prop pairs.
