I don't guarantee this will remove all traces, but you could just
delete the corresponding plists from /var/db/dslocal/nodes/Default/users
e.g. my local account is stored in /var/db/dslocal/nodes/Default/users/
mccune.plist
This in combination with wacking the user directory and
.AppleSetupDone is working for me.
