SCSI Format Unit

Howdy. I've got a USB MSC Bulk-Only SCSI Transparent Command Set device
that supports flash & hard drives. When using the SCSI Format Unit command
(op code 0x04) how does the host deal with the fact a LUN may have multiple
partitions? This command is targeted to a LUN, not a partition, and will
obviously destroy all partition data requiring further "formatting" by
writing a master boot record, boot sector, FATs, etc., using SCSI Write
commands. Under what conditions does the host generate this command?

If no initialization pattern is specified then is it common practice to set
all sector bytes to 0x00?
