Early Apple USB implementations did not suspend the bus, but instead left it running. I think suspend whent into USB v1.2 or v1.3. I bet your USB bus analyzer shows that the bus is still running (SOF going out).

But, on the OS 9.x, it's OK no problem. Is there any difference between 8.6
