Sleeping Mode in the Mac OS 8.6

Hi all,

After my iMac (333 MHz) going to sleeping mode on the OS 8.6, my USB device
a card reader using bus power can not go into suspension! Why?

But, on the OS 9.x, it's OK no problem. Is there any difference between 8.6
and 9.x about the USB bus being going to sleeping mode?
