The vendor has happily responded with the hex file, so now I just
need to download it; that problem is solved. Likely I will lean
heavily on the examples provided in the developer documentation (as I
already have) and I see from the archives a number of caveats
regarding using that with this fx2 chip. I appreciate the responses
to my question, and will likely post more if I come up with
intelligible questions.
Just for clarification, what I am doing will not be used for anything
other than specific interaction with the device via the vendors api,
so I am not trying to write a driver to be used by other applications.

If you can't find the hex file lying around, can you ask the vendor
for it. You could try sniffing around the files you do have with a
file editor, but that's probably not a good idea.
I've done this before by capturing the download on a CATC and
regenerating the file for download from that. This probably won't
help you as I would not expect you to have a CATC handy.
