This implies that some crafty js could be employed to counter the width shift due to scrollbar inclusion.

if inside height < document height then adjust something to negate the scrollbar shift.

The scrollbar shift has always bugged me... but not enough to craft crusty code. Just getting stuff to work well in multiple browsers is where I call it a day.
