That does sound like a bug. Good to file a bug report on this one. Also good to test with other browsers. WinIE is the browser that invented outerHTML and the one with 80% market share, so that's the one to test.

Sorry, I should have mentioned I am doing this from the Objective-C interfaces in WebKit, not JavaScript, so can't test it in WinIE.

Understood.

It's worth noting that the Objective-C interfaces in WebKit are just another binding to the same underlying implementation as the JavaScript interface. So you can often construct an identical test case that doesn't rely on Objective-C at all.
