What you're describing is the default behavior.

For example, in Safari, even if the Search field has focus, the cursor will still turn into a hand when you hover over a link.

I'm afraid I'm not seeing this behavior. Another web view has focus, one with editing enabled. With that web view still in focus, when I hover over links in another web view in the same window, the cursor does not change to a pointing hand. If, however, I focus on some other widget in the window, then the second web view does exhibit the correct behavior. This is consistently repeatable. Shall I file a bug report?
