I'd recommend (untested myself - I'm open to alternatives) Apache/Axis (http://ws.apache.org/axis/) as your C++ server side, since this is what WebObjects uses.
There is a C++ binding/toolset out (again, untried/tested by me).
I've used gSOAP and Apache Axis in combination very successfully.
