I get this message if I open SSH to a server, open an xterm then open
and xterm from that xterm and cut and past from the last xterm opened
into MAC OS X environment it fails. I also cannot cut and past
between xterms unless each is ssh'd. This is using x frowarding over
ssh

Do I have to initiate ssh for each window to get the cut and past to
work properly?

Use "ssh -Y" instead of "ssh -X". I just recreated your error using ssh -X. This is new in Tiger (found this tip on macosx.com somewhere).
