I agree. I work with a group of people who have been using X11 since X11R3.
Since we tend to use focus follows mouse the paste should go into the window
where the cursor is when the middle button is clicked but that window should not
be brought to the front unless the user has configured the window manager to do
so. We are astonished when a window has to be brought to the front just to
paste into it on some systems.
