Command-Tab and Command-tilde

This has probably come up before but I didn't see it.

Command-Tab works (if you want to call it that) even if the "Enable key equivalents under X11" check box in Preferences => Input is not checked. And Command-tilde seems to work too... kinda.

In the Command-Tab case, the window that was on top is not put back on top. And in the case of command-tilde, it cycles through windows IF there is more than one. If there is just one window, there is no way to get it on top (that I've found) via the keyboard.

All this could be happily solved if there was some type of window manager config file I could dork with. I have my .mwmrc all set up for my other X11 environments, cuts things like iconify, etc. But, is there a way to do this with the "window manager" that the Mac is using for X11. (Does it even have a "window manager"?)

Thank you again,
