well-known, but alas, not well-understood bug:

I'm afraid we'll have to live with it for a bit longer.

All this could be happily solved if there was some type of window
manager config file I could dork with. [...]  But, is there a way to
do this with the "window manager" that the Mac is using for X11.
(Does it even have a "window manager"?)

There is quartz-wm, yes, but there is no configuration for it that I
am aware of.  It basically makes (or tries to make) window management
work just like for other (non-X11) windows.

solved what I was talking about.  Now Command-Tab and Command-~ work as I expect.

It did not solve my ssh issue...
