What happens if you change this last bit to:

xterm &
exec wmaker

This would be the same as in /usr/X11R6/lib/X11/xinit/xinitrc, but with wmaker
instead of quartz-wm.  You don't really need/want to 'exec' the xterm, and as
others have suggested, you should try exec'ing wmaker last.  And if you want
to be able to cut/paste easily between X11.app and quartz applications you
will want to uncomment the 'quartz-wm --only-proxy-mode &' line.
