/usr/X11R6/bin/xterm &
exec /usr/X11R6/bin/wmaker
instead? Or you could modify your path.
If you arer running 10.4.x you could add
/usr/bin/logger -s -t XStarter `echo $PATH`
to the top of the ~/.xinitrc and then do
tail /var/log/system.log
to see what path is defined for the script's environment.
