when i type in those commands i get the following. Fink says that it is
already installed.

It certainly did not respond "OK". But let's assume it said something
that you abbreviated as "OK".
Then this means that /sw/bin is on your command search path, and typing
"wmaker.inst" should not give a "Command not found" error. If it still
does, then please show the output of
printenv PATH
type -a wmaker.inst
both typed in a Terminal.app window.
