I don't follow you. So what if you switch apps, that's the idea of
"focus follows mouse," right? I don't see that being a show-
stopper for Aqua. I think Apple has just as usual decided we
"don't need that feature." That's the downside of Apple. I'm
experiencing lots of "Apple doesn't think I need that" with my new
iPhone too. :-|
If your mouse is in a window for App A, and you want to move it to
the menu bar, but all of the space between App A's windows and the
menu bar is filled by the windows of App B, then you won't be able to
get to App A's menus. As soon as you move the mouse off of App A's
windows, App B's menu bar will appear.
If the menu bars were attached to the apps' windows, and not fixed at
the top of the screen, then focus-follows-mouse would work.
